[ATM] What adhesive for tiles on a plaster tool?

I have created a 24" full size tool from Hydrocal. I ran into a rather unfortunate situation this last weekend as the tiles came seperated from my tool. The separation may have come about by water getting underneath the tiles and compounded by freezing temperatures. I originally used liquid nails which cured hard and lasted for a few weeks. Fortunatly for me I am still on 60 grit so getting the tool to mate up again wont be that much of a big deal.

So here's the question(s). What adhesives are recommended for fixing the tiles to a plaster tool? Is there any prep work that should be done on the tool (like grooves) that aids in adhesion?
