Woof, a lot of philosophy here!
You can design a 10 point cell if you want to but, as you indicate, a 18
point cell will be easier to build and will perform better as well as being
a lot easier to build.
Plop doesn't tell me reality, but rather the worst of what reality could
provided if the theoritical ideas of PLOP are real.  In truth, the results
of PLOP are the worst case of what reality will end up being so I am happy
with the program as I know that I won't be disappointed with the end results
because the end results in reality will be better than what the predicition
is.
