Not all brushless fans are equal.  Many older fans, i.e. surplus, respond
quite well to speed control.

My attempts to speed control the type that sit above, and cool, darkside
CPUs have failed(1)(2), but all the four and six inch varity I've
personally salvaged or gotten from my favorite surplus stores have, with
the proper therapy, become nicely adjusted.
