ATM 3fx

I am putting together some grinding supplies for an overseas shipment. 
I am a little leary of putting in Alox because of it's white powder
form.  I have some 1000 carbo.  Is 1000 carbo good enough to use before
grinding?   Also have something in a box marked 3fx.  Very fine looking
stuff.  Looks more like carbo but kind of light.  Anyone familiar with
that designation?  Am I just being too cautious about shipping Alox? 
After all it isn't me that the police are going to haul away for
questioning, right? ;)
