I am far from being an expert in that field,
but one point that determines how many
flotation points to use is the relative "thinness"
of your mirror... however from the few I know
a 12.5", except very thick,  deserves a 9 points
cell.

Apart of this I am also curious about your
questions 2) and 3)... maybe I will build my
own cell too, but as my mirror is a thin 50cm
(19.7", it is gone for coating now) I would need
18 points.
