It's certainly worth looking at. I think we would need to be convinced
about what need it would meet/purpose it would serve which cannot be
covered by this list.


Other considerations:

Would it be moderated? If so, by whom?
If unmoderated, it would need to be in the sci.* (sci.astro.* ?)
heirarchy, for no other reason than to limit the amount of SPAM (less of
a problem, for the subscribers at least, if it is a moderated group)
