Should I cut the tile in small squares or just glue the thing to

The tool does not have to be "exactly" the same size, but the closer the better
in terms of interpreting the advice you will get on strokes. Sub-diameter tools
are used all the time and it changes the way you work. I don't suggest this
for a first mirror. Over-sized tools, why? OK maybe for flats, but I don't
grind flats.
I use epoxy to adhere tile. I use to use Duco cement, it didn't work that well.
Solid tools may have some advantages over segmented composite tools, but I can't
think of any. A solid composite tool sounds like the worst of both worlds.
Break the tile up. I vaguely recall a random tile tool I saw at least a decade
ago, probably longer. I don't know if it worked. It was made of broken
tile bits about the same size and assemblied with sort of equal spacing. Now
that it comes to mind, I may try it.
Good Luck
