Cut the inside diameter slightly small and then use a sander (I found a
Dremel to be invaluable) to finish the job.  Or sink the pivot nail far
enough in that it doesn't interfere with the router.

Option 3, use a compass to draw the circle and then a jig saw to cut it,
using a sander to finish the job.  For tube rings, the exact fit is not
really critical.  You can afford to be a wavelength or two off. :-)
