Why don't you use a subdiameter lap ? Say, 2 inch plywood disc (for an 8" mirror) covered with soft pitch, scalloped at the edges is a very powerful tool. Go slow, with circular and elliptical strokes. Another advantage of the small tool is that is VERY slow in action. Radial elliptical strokes result in a tremendous smoothing action. See Ceravolo's article on "High finesse figuring" in old TM magazine (#35 or thereabouts).
