My opinion....

Scratches are not always easy to see with the Foucault test. I have had
scratches that I could not see in the Foucault test but could see directly
up close.  If you get a scratch deep and wide enough to develop a turned
down edge along some of its length you can see it real easy with the
Foucault test.

Some scratches that can be seen easily with a fresh coating might be
difficult to see on the uncoated glass.
