That is correct.  The holder of a copyright has complete authority to
grant or not grant permission to republish whether or not for profit,
and to require payment, or not as he sees fit.  There is a concept of
"fair use", that covers such things as scholarly quotations, public
libraries, copying for individual study.  I think it is the Library of
Congress web site that has complete information on copyrights.  The most
troubling aspect is the varying conditions and terms over time.  That
makes it hard to know exactly what is and isn't copyrighted.  In the US,
material published before (very roughly) 1985 had to carry a copyright
notice to be covered.  Material published without notice automatically
passed into the public domain: it became free for all.  Since ~1985,
exactly the opposite is true.  Material is automatically covered unless
the author specifically states that it is being placed in the public domain.
