Yes it will do nicely, and for what you're shipping it's a BARGIN!
If you want to do it on the cheap make a form using cardboard that will fit your
mirror. The fill the shipping box full of urethane foam and press the form in it
or use 5 mil plastic sheeting.
Ship it in a wooden box or double wall (tri-wall if you can find it) cardboard
box.
Having said all this; If I were you I would find a shipping store that does
urethane foam packing, after all what's 16 inch mirror worth? At least they make
sure that it packed correctly for insurance purposes.

Correction: Home Depot sells 3/4-inch Owens-Corning Foamular foam insulation. I
would have to buy at least two sheets of the stuff to pack the mirror (it's 3.5"
thick) - was hoping I wouldn't have to spend $20 on styrofoam. Is the
Owens-Corning foam good enough for the task?

The Home Depot in my neighborhood sells 1" pink foam. Lowe's doesn't even have
that. Who sells the 2-inch foam?
