Places that sell packing foam to shippers often just cut their
foam from large blocks of it and you should be able to go in
there and get a block for yourself. I've found the prices at my
local foam place to be very cheap compared to the stuff at Home
Depot and so forth.
I've always used the cheap white carpentry glue to glue the
pieces together. It does take a while to fully cure but it does
hold the stuff together. Put it on thin and let partially dry
like the proper way to put contact cement on and it won't take
all that long.
Use a hot wire or knife to cut the stuff and it won't get static
balls all over the place.
