Well, you could build a close fitting plywood inner box, putting the
plywood box inside the foam-cardboard package.  The fork lift would have
to be moving pretty fast to damage a mirror packed that way.  The
plywood box would need to have fasteners that the coater would find easy
to open and re-close, and not have loose parts for them to lose.
