Rod,
I'd match the quality of the finish to that of the
substrate, and housepaint sounds about right to me.
Whatever you choose to put on top of it, I am sure
that plywood suffers from knife checks which
eventually will open and telegraph through whatever
finish you apply. Latex housepaint will maintain its
flexibility for a long time and bridge over these
microcracks (for awhile at least). More brittle
finishes like oil-based enamels and varnishes are
likely to crack and then fail. Be sure to use a good
quality primer. When the finish eventually fails,
just scrape, sand, and spot prime before repainting,
just as you would a house.
