I just happen to be one of those archers too... ;0)
 
The cantelevered cylindrical weight is to balance the bow on your hand
so as to reduce the "up/down" twisting force on your wrist. To silence 
the strings there are feathers, rubber band type silencers etc that are
used to dampen the energy of the bow string and keep it from "twanging".

have Piezo-Electric active arrows in the field... Can't wait for them to have
active guidance and target acquisition too. Then I can stay home and hunt.
 
I've not tried the idea of using some expanding sealing foam inside the truss 
tubes myself but I don't see why it wouldn't reduce the resonant frequency 
of the tubes and reduce the vibrations with very little weight penalty.
