[ATM] Equatorial Platform for small dob

Hi,
I guess nowadays 10" counts as "small" :)
I've just read about equatorial platforms, and did some looking
around.  Since such a platform needs to be constructed to work at a
particular latitude, it was rather surprising that none of the sites
offering to build one mentioned the range of latitudes over which such
a platform can be built.

Perhaps I'm wrong, but it seems rather intuitive that at 0° just a
pivot parallel to the ground would be sufficient, and that at 90° it
would not be possible to build one, since the pivot axis would be
vertical.

So...
Two questions:
1.  What is the practical latitude limit for such an arrangement,
2.  Does anyone know of published plans or design information
available that would enable me to design and build my own?
