OK, this means I have to read that chapter in QED that I haven't got to
yet.  I suspect Feinman is going to say reflection and refraction are,
in the view of quantum electrodynamics, versions of the same phenomenon.

Also, later in this thread someone mentions the availability of
conduction band electrons for reflections.  If so, why do diamonds have
such high partial reflections?
