[ATM] FigureXP - an apparent discrepancy in the center zoneeffective radii..

Hi James (mostly) and whoever wants to dig into this
one...

In using FigureXP recently (really like the ML
addition) as contrasted to the old TEX(23), I'm
finding the calculated effective mask radius for Zone
1 seems too wide. 

By Nil's logic for effective radius allowing for
diffraction effect, this is also the case. 

The net result seems to be that it degrades the
surface profile considerably over what TEX does (with
the old arithmetic mean assumption) but I can't figure
out /why/.

For now I'll just plug in the number that falls out
from Nil's math.
