Etch the concrete with muriatic (swimming pool) acid. Hose
off acid after it stops fizzing, don't get this stuff on your clothes..:)
Get a 5 lb box of grouting compound (at hardware stores), mix according
to directions, trowel a layer thick enough to bridge the gaps between the
concrete & pier,
place a plastic sheet on the grout, & lower the pier onto the
plastic/grout, jiggle it to ensure full even contact. Go have
a drink until the stuff dries (read box for time). The quick-set
grout takes <30 min.
