Brick can hold heat for hours.  One of the reasons for adobe brick houses is that the heat trapped in the day is slowly released at night.  Spraying with water will only get the top skin of the brick and the rest of the heat will still slowly come out.  Brick will look nice, but may not be as functional for that reason.
 
From a thermodynamic point of view, I'd suggest wooden siding painted white.  If you ever see an old-fashioned weather station instrument box, that's what they look like (although they often have open wooden louvered sides which you probably don't want to go for!).  I don't know how that will match your garden though.  You can always play shrubs or a climber like ivy around it, which will help to shade it.

if the heat retention is a problem you could just spray water on it a couple of times around sunset. that should help cool it to near ambient with little difficulty.

I am planning to use brick siding on my backyard observatory to match my house, but I'm concerned about local seeing problems.  Does the heat soaked up during the day have a pronounced effect on seeing after some reasonable cool-down-time?  (I realize summer will be worse, but summer is bad enough with late nights, heat, and mosquitos anyway).  Has anyone had a bad experience with brick on their observatory?
