Peter, It sounds like you have air trapped between the surfaces. It
could also be the paint is still drying (outgassing). Get a pin and
poke a few holes around the edge of the bubble and work the air out with
a small roller or a dowel.
I have used the flocked paper sold by Protostar (std disclaimer) several
times and haven't have a problem with it lifting, even after several
years. I got an education in adhesives on one of my last jobs and it
seems that they already use a 3M product that is among the best
available. The one we used, we nicknamed "the adhesive from Hell"
because it bonded almost instantly to whatever it contacted, even
lightly touching it to a surface or your finger!!!
