  Probably the best argument against the use of HTML is that the
software that produces the digest version of the list does not support
HTML and just inserts the html code into the digest, making the message
all but unreadable.
  Upgrading the software that produces the digest would be a major
undertaking, not to mention that it would cost money.  Probably a good
chunk of it.
  Also, I may not pay by the byte but I do connect using a modem and
HTML messages take much longer for me to download than text messages. 
One HTML laden message with a few jpegs or attachments could easily
inflate a message to 1/2 megabyte or so.  Make that 40-100 messages a
day and you have a serious investment in time.  I would prefer to only
download pictures and files when I choose to.
