I am trying to get the article so I can have a read. I am hoping that the references in the introduction might lead me to a paper were somebody has done some good experiments on the different wavelengths. It should be too hard to do, dark adapt a number of people, assess their ability to distinguish faint objects, then expose them to different light sources and look for changes. I wont be surprised if there is considerable variability amongst people, not just their ability to distinguish faint objects but the colour that has the least affect on their dark adaptation.
I would also guess that some work was done on this by defense forces in WW2 on pilots and navy lookouts.
