"Rebuilding" of a lap can be simply doing a gentle scrape of the surface of
the lap with a sharp edge to expose new pitch. You really don't even need
to get it all. Scrubbing a bit with a toothbrush in the channels to get rid
of the loose CeO will finish the job.
Going from rouge to CeO is just a matter of starting to use the CeO as it's
coarser than the rouge and will quickly be doing the actions of the CeO
rather than rouge. No need to scrape or anything else. Even going from CeO
to rouge really doesn't need to be scraped in the end as the actions of the
CeO will soon go away and leave the actions of the rouge.
