Yes you can do things upside down if you try.  It's just a matter of making
the pressure where you want to grind the glass away.  I might note that the
grinding machines do just fine by using a small tool to put the grinding
work where it's needed.  Pressure is what makes the grit do the work and you
can do it anyway you think works best.  Me, I tend to want to do it the easy
way and that means just working with the mirror on top and putting it's
center near the edge of the tool.
I might note that I am also a naughty boy when it comes to hogging out by
picking up the grit that gets out from the sides of the tool and putting it
back on the tool so that it gets used up rather than wasted.  For hogging,
it really doesn't matter if as the grit you are doing isn't going to be
getting any bigger when you pick something up from the table top.
