Second opinion:  assuming you're using Tex's zone radii, Sixtests says you 
have made it:  Strehl = 0.886, surface RMS = 15.2 +- 2.4 nm (assuming .005" 
readings), also agreeing with Tex that it's slightly undercorrected with b 
= -0.824.  Rather than touching the mirror again, I'd suggest doing another 
Foucault, really careful with multiple readings.  Then, if you want a third 
opinion, star test.  A star test would probably say the mirror is "rough", 
but not to worry, as Texereau says, p. 62, "...would pass quite unnoticed 
when observing a star at the focus."
