How about burning it into a CDROM?
You can get 1000 CDROM's manufactured for about $4000. It gets cheaper in larger quantities.
Of course it would be a lot of work to prepare. I've never actually seen an issue. Was it done with computer typesetting? If so, the original files might be located and transferred directly to a CD. Otherwise one would have to OCR the text and scan all the pictures, which would be a tremendous amount of work.
(My last job was making CDROM's, such as the 2Market home shopping CD, the Men are From Mars, Women are from Venus CD, and others. Great fun, lots of data).
