[ATM] ATM: Artifact from another solar system, UFOs? (unknown optical device)

Perhaps there is real history in the making here; perhaps this is the first 
genuine artifact from an alien civilization beyond the solar system, and 
that is why we cannot figure out what it is for. Perhaps the little grey 
creatures just forgot, and left it behind. Better than "Alien Autopsy". 
Maybe.
