I mean the outer 1/8" - 1/2", the outer bit that dries quite quickly
after the lap uncovers it. The width depends on the wetness of the
lap/mirror.

Personally, I don't do "wets". I start off with a generous mixture,
but after a while it is less wet, and then I maintain what I have
learned is the appropriate "wetness" of the work. This is dry enough
to have good friction, but wet enough to keep the whole mirror wet and
minimize the drying of the edge.

I add cerium without separating the tool and mirror or stopping to
press, and I start polishing again immediately.
