By "outer part", do you mean the largest radius of the mirror?  I usually 
start off with a fairly wet mixture of CeO and water, but have been running 
it to be fairly "dry" near the end of a wet, like Texerau 
recommends.  However, I don't let it get very  dry.  Motion gets pretty 
stiff at the end of a wet (which usually ends about 15-30 min after the 
last addition of CeO).
