This one is a bit tricky but let me try to get it explained.
First off, even with a wonderfully polished surface, there is
still some roughness to that surface. This microripple and so
forth will cause the light to go in other directions rather than
the true reflection. You will see the difference when you
actually put your eye at point C as the light reflected will be
brighter.
The thing with the pits that are left when a piece of glass isn't
fully polished out is that they will be bright and flashy as the
light beam goes across them. The microripple is much smaller
than the light beam so those reflections will be a lot more even
in their intensity.
Probably the best thing for you to do is partially polish a piece
of glass and see what the beam reflections look like.
