It should be possible to modify my automatic dew heater circuit
http://mysite.verizon.net/res0owmd/id1.html to control 12V fan(s) against a
fixed temperature. Replace D1 with a zener diode, say 5.7V.  Cut the
connection from R6 to R2,D1 and rewire R6 to the wiper of pot R3.  Swap
terminals 2 and 3 of  U1. Connect the fans where the heater H1 is. Adjust
pot R3 to the desired  fixed temperature.
