Did you mean Dental Stone without epoxy? That is what I meant. Get
Richard Schwartz's instructions. I can email a copy if you can't scare
up Richard. for probably up to 12 inch at least, you can have a working
tool in an hour, perhaps less if are in a rush. If you want to make a
lap base too, cast it at the same time you do the tile tool, then it can
sit and dry in the sun for a few days while you are finishing fine
grinding. (Unless you are one of those fast fine grinding fiends.)

As for the remark that we should find out what is available in Pakistan
in order to advise Pakistanis: true enough, but we know there are
dentists in Pakistan. At least some of them are doing reasonably modern
dentistry. Dental stone (aka lab stone) is a basic material for
preparing dentures, etc. so the likelihood it is available there is
reasonably good. Also, the likelihood that some businesses in Pakistan
are casting shapes out of gypsum cement similar to US Gypsum HydroStone
brand is reasonably good. It's not a high tech material, it is fairly
cheap and easy to use.
