An alt-az doesn't have a dec axis, last I checked. The scope you linked us to is a refractor. And it doesn't need a counter-weight. 

But you can do a Newt that way. The primary would be in the bottom of the tube, the secondary mirror is an oversized round flat pointing at the primary, and you need an elliptical flat for a tertiary mirror, which is at 45 degrees to aim the focus out to the eyepiece. I don't know if there is a name for it.
