That is the reference plate for a scatterplate interfrometer, I do believe.
There is a whole class of interferometers that use a scatterplate to
generate the interferometric lines on a surface. Like most interferometers,
it will test a spherical surface as a surface that produces straight lines.
Optical Shop Testing by Malacara has several designs in it's extensive list
of interferometers.
