Probably the best way to say what stiction is is to take a desk and try
moving it across the floor.  It takes a bit of force to start moving it but
once you get it moving, changing the speed of travel is trivial  The getting
it started is the stiction that is mentioned.  Friction is the resistance to
the continued movement and inertia is the effort to make it go faster.
All basic physics terms.
