The fundamental difference between friction and flexure is that the first
dissipates energy while the second stores energy, a bit like the difference
between resistor and capacitor or shock dampener and spring.
Stiction also stores energy, but whenever the force exceeds the stiction
threshold it will again be dissipated in the friction. The art is to choose
material combiations with a low threshold. Teflon on steel gives a threshold
in the order of a few percent.

I haven't heard of the jello test, but if the pads supporting the mirror are
unglued, they obviously should have low stiction as well!
