Peter,

Do you have a photos of the support "plugs" you are referring to?

Sanding down to glass will give you the strongest joint (secondary bonding) 
but remember, these scopes aren't holding up elephants.  If you know you 
are going to bond to an area, use peel ply.  Epoxy won't stick to peel 
ply.  It leaves a finely textured surface that is ready for secondary 
bonding.  You just peel it off after the initial epoxy cure/lay up, then 
bond whatever you want onto that area.  No messy and hazardous 
sanding.  Just lay it on top of the initial lay up after you have wet out 
and are ready to let it cure.  Do you have any peel ply?
