Anyone that says that a refractor has NO color
abberations or false colors is making an untrue
statement.

All refractive elements have dispersion of the colors
put through the element, a great amount of work,
calculations, exoctic glasses etc have been thrown at
eliminating the problem but the best that can be done
is to minimize the color as much as possible.

The only way to determine if the lens is of good
quality is to use it and make the determination
yourself. Some people are extremely bothered by the
color fringes, some people don't notice them at all,
and some people learn to live with them. Only you can
find out which type person you are and a lot depends
on the optic you have in your hand. There's no way we
can answer the question otherwise.
