I'd more suspect that the anode system won't work well in the atmosphere.
Better probably would be the silver tarnish cloth idea where the atmosphere
is heavy with the particular chemical that retards the tarnishing.
In truth, I'd probably try to get some kind of coating put on the speculum
to stop the tarnishing completely.  The shipping of the metal in a neutral
atmosphere (nitrogen or argon for example) and opening of that container
when the mirror is ready for coating would help a lot.
