Any of the Couder Mask programs or even just a dividers will do fine.  The
dimensions aren't critical although most of the programs want to do an even
area mask.
Personally, I'd prefer to make a set of masks rather than the one that you
usually see in the literature because the multiple mask set will make the
probability of errors from seeing too much of the mirror at one time and
using the wrong set of holes much less.  I have sets of the odd and even
holes for 5 zones for 4.5", 6", 8", 10" and 12.5" mirrors and can easily do
mask sets for other sizes as needed.  Poster board is fine although the 6"
can be done on ordinary paper as it is so small. Alternating the zones also
makes the masks more sturdy as there is substantial material between each
zone.
I'll note that even doing an even step mask set is better than no mask set.
