For what it's worth I embed tiles in the tool.  I use the blank as a base.  (Works great if your blank already has a curve)   Put down siran wrap. Build a dam.  Lay in the tiles.  Pour on the hydrocal.  Let set up firm but just to the point that you can scratch the surface.  Slide the tool off the stone.  Use a small stiff brush to go over face working the "grout" lines to make the tiles just a bit proud.  Go over the back edge with a wet cloth to round ove the corner just a bit.  Rince.  Let fully cure.

I didn't have any issues with tiles popping or scratches due to the hydrocal tool.

When I first heard that I could go the GRF route, I was more concerned about working the glass fibers into my hands from the back/sides of the tool than I was about scratches.  Anyway my limited experience tells me I don't need the added fibers for strength for our use.  

I've only made 3 tools this way and it's been a while.  YMMV.
