It's possible that hot aqua regia (a mixture of nitric and hydrochloric
acids) might etch teflon, but most likely you'd need hydrofluoric acid. 
Please don't try; that stuff is nasty beyond all reason.

If the ledge goes full circle, and the Teflon is a full circle as well,
you should be able to just pry it into place and have it stay under its
own elasticity; that'll go double when you have the ball in the mount,
as it will push the Teflon outward, deeper into the groove.
