Hi,

I've thought about this one before, and might try the
following procedure:

Cut a mdf disk to the desired tool diameter.

Use a random-orbit power sander in a tool-on-top
situation, circling the wooden blank much as you would
a mirror.  Move the sander back and forth
diametrically.

Check the resulting concave curve with a template.

Cover the new wooden "mold" with thin plastic-wrap and
pour the plaster as usual for a plaster tool.


I haven't tried this out, but it might work for you.
