Ian,

You could certainly build a 1/10 scale mirror making machine for small
mirrors and lenses.  But for small optics a simple variable speed spindle
might be better.  You would have to supervise the machine anyway, so why not
just hold the small, easily holdable piece?  Work control is excellent,
results are much better than from a machine.  Spindles speeds up to ~200 rpm
are useful.  At high speeds a skilled spindle-jockey can make things happen
very fast!
