Ian,

The ATM #3 Book covers this pretty well.  (or is it
#1?).  The speed of the blank's rotation can go up
dramatically as the blank's size diminishes, speeding
fabrication times.  I think this is mostly due to the
lowered tendency to fling off Grit/CeO/Rouge of a
small dia. blank.  Most of the examples shown seem to
be a (relatively) high-speed spindle with the tool
held on a manually actuated arm.

I can't think of any web pages off-hand.
