Yep, basically, the price of the glass not there is replaced by the labor of
making it go away as a start.  Labor, being what it is, you can end up
paying less for the mirror blank if the process is simple or more if the
process isn't so simple.
As a side note, the Hextek mirrors can have either positive or negative
printthrough depending upon how it gets polished.  The fun is to make the
error near 0.
