Hi
 I haven't been following this thread but here are my thoughts.
I would think that coupling a sextant to use as a protractor
should be quite accurate. You can't get to 1 arc-sec but
these are much better than a degree. Even the plastic ones
by Davis are quite accurate and go quite cheap on eBay.
