OUCH!!!  If I remember Physics 101, this would be slightly impossible. 
This has the potential of putting the utility companies out of business!

Light output is measured in 'lumens'.  What they mean is the output of a
100w incandescent (1700+/- lumens) for 18w.  Sounds like an Sodium vapor
element.

For the record:
flourescent is 1.5x as efficient as incandescent
quartz is 2.5x
HID/Metal Halides  are 3 to 4.5x
High Pressure Sodium is 4 to 5x
Low Pressure Sodium is 6 to 7.5x

These figures are averages from several years ago, and from severaal
different OEMs. I haven't seen any higher figures lately, only quotes of
broader spectrum light.
